Strategic Management & Strategic Planning

Strategic management is the application of strategic thinking to organisational leadership. It determines mission, vision, values, goals, objectives, roles and responsibilities, timelines and priorities. Strategic thinking is used to define organisational purpose, understand the forces that affect or impede fulfilment of that purpose and develop creative but realistic responses to those forces. This underpins our approach to business planning.

In undertaking strategic planning several processes must happen in concert with each other to achieve the desired result. This involves the use of a range of strategic planning tools and leads to the identification of key issues, success factors and strategic objectives. A strategic plan is ultimately no more, and no less, than a set of decisions about what to do, why to do it, and how to do it. It is critical that strategic planning is supported by detailed operational planning, to ensure strategies are implemented through a defined set of activities to achieve effective and measurable outcomes.

With key strengths in tourism and a detailed understanding of the challenges of developing effective tourism strategies in regional Australia, Balfour Consulting has had particular success in applying strategic thinking to the development of highly effective tourism strategies and tourism plans to meet the needs of Australia's regional destinations.

No matter what the organisation, there is little variation in the basic processes required to develop an effective business or strategic plan. However, as each organisation has different needs, operational requirements organisational style and culture, no two plans are the same. At Balfour Consulting, we do not take a formulaic approach to planning, but specifically tailor each aspect of the planning process to meet the individual needs and character of the client organisation.

Working Procedures

Working Procedures

Balfour Consulting works with clients on either a project or retainer basis, with levels of involvement and budgets agreed and committed to in advance. Clients can be charged on a fee-for-service basis or by lump-sum contract. Invoices are forwarded monthly or on completion of stages of a project. Any variation in project activities and/or costs is approved in advance.

The fees charged by Balfour Consulting are at the middle range for marketing consultants. Fee levels quoted for a project will not change for the duration of the project.

Balfour Consulting does not undertake projects that constitute a conflict of interest with existing clients, and does not release information without the client’s permission. We abide by all laws and regulations, and we are committed to truth and accuracy in communications.

Balfour Consulting is also committed to continuous improvement in the quality of its services.

As a result of our experience we have developed methodological models for most of our services. However, we do not approach projects with pre-packaged solutions or with formalised grids and charts into which we squeeze the data. We offer to combine our strategic skills and experience with your skills and understanding of your environment, in order to develop specific solutions for particular circumstances. We have broad experience and skills to draw on, but we treat each project as being new and unique.

Chris Chappell - Senior Associate

Chris offers our clients:

  • Over 14 years senior management experience in State and Federal government
  • Over 6 years’ experience as the North Australia Manager of major labour market recruitment agencies
  • Extensive experience in strategic planning, program planning and operational planning
  • Experience as a ministerial adviser at both federal and state levels
  • Particular experience in the development of public policy including youth, Indigenous, migrant, labour market, childcare, disability services and community housing policy
  • Experience in community and stakeholder consultation
  • Extensive experience in working with Indigenous communities and organisations across northern Australia
  • Over nine years consulting experience across northern Queensland.

Chris has held a number of senior federal policy and program management positions, and worked as a lobbyist and as Policy Adviser to two Federal Ministers and the Minister Assisting the Premier in North Queensland. He has led major organisational change in both the public and private sectors, managed operations with up to 500 staff, and provided policy research and advice at the highest levels. Chris held a number of senior management positions in the then Federal Department of Employment, Education and Training and, as the North Australian Regional Manager of Employment National, worked with communities and organizations across North Australia to develop innovative and appropriate ways to access and benefit from the then newly established Job Network.

Chris offers a unique breadth and depth of practical, "hands-on" experience, from running annual public sector budgets of up to $80m, establishing an 18 outlet business start-up which achieved a 40% return in its first year, to running small "shoe-string" community organizations.
